I couldn’t quite understand exactly what you meant by “ゴミ箱.” If what you mean is the trash can people put in front of their houses to be collected by garbage trucks, then I can see why trash collection has become fee-based and most people no longer take their trash cans out for collection.
But if what you mean are “公衆ゴミ箱” in public squares, next to bus stops, and on street corners, then I don’t understand how they have become fee-based. Do you have to pay to throw away a piece of trash in those public trash cans? How? You deposit money and the can opens up?

テロ防止の透明ゴミ箱、鳥獣を防げるゴミ箱は、設置、回収、衛生管理に大変手間とコストがかかります。
山野にゴミ箱がある事が判れば、「余ったり要らなくなったら捨てて帰ればいい」と安易に何でも車で持ち込んで使い捨てていく者が増えます。(実際、ガスが残るカセットボンベや汚れたままの焼肉鉄板が発見されたりする事があります)
また、山野に「ゴミ捨て場」を設置すると夜間に粗大家電ゴミの違法投棄が増えるケースもよくあります。
これらはみな、「自分がゴミを作った責任」を負わずに、「ここに捨てておけば誰かが処分してくれる」と思う各個人の無責任さが原因です。

“We used to have [more] trash cans [in public places], but several years ago many were taken away for three main reasons. First, to prevent trash cans from being used in terrorist acts. Second, to prevent people from using public trash cans to throw away their household garbage. And finally, to prevent animals from scavenging from the trash cans.”
